Mutt's Location:
Mutt is nestled near a wolf cave southwest of the Nomads' Camp and east of the river bathing spot. The image below pinpoints his exact location.
The easiest route involves fast traveling to the Nomads' Camp. From there, follow the path southwest into the woods. You'll likely find yourself above the cave. Mutt's whimpering will guide you to the clearing near the cave where he's surrounded by wolves.
Approaching triggers a cutscene introducing Mutt and a wolf pack, along with a combat command tutorial. You can choose to fight or flee the wolves. While combat is manageable, it presents an opportunity to gain experience.
