The legend states that leaders in the original game had an aggression parameter (1-10 or 1-12, with 1 being pacifist). Gandhi, being a pacifist, started at 1. Upon adopting Democracy, his aggression supposedly dropped by 2, resulting in -1. The claim was that this -1, stored as an 8-bit unsigned integer, caused an overflow, maxing out at 255 – making him extremely aggressive. With nukes readily available after adopting Democracy, this led to Gandhi unleashing nuclear devastation.
The Legend's Spread
The Nuclear Gandhi story spread rapidly, especially in the mid-2010s, long after the original game's release. Verification was difficult, and the game's age contributed to the belief it was a result of outdated coding. However, the reality proved different.
Sid Meier's Confirmation
Sid Meier himself declared the Nuclear Gandhi legend "impossible" in 2020. He pointed out two flaws: integer variables were signed, preventing the overflow; and government types didn't affect aggression. Brian Reynolds, Civilization II's lead designer, corroborated this, stating the original game only had three aggression levels.
