Unlocking these skins requires earning Chrono Tokens (the purple currency in the top-right corner). Complete daily and weekly missions to accumulate Chrono Tokens and unlock Battle Pass tiers. Many missions are earned through normal gameplay or using specific characters.
Additional free skins are also available. For example, achieving Gold tier in Competitive mode awards a hero skin (Season 0: Golden Moonlight Moon Knight; Season 1: Blood Shield Invisible Woman).
