In a February 13, 2025 IGN interview, Beach addressed the absence of some familiar civilizations and leaders from Civ VII. He stated that the team hadn't forgotten past favorites, acknowledging player concerns about the omission of Great Britain and India.

Beach explained that the sheer number of popular choices necessitated some exclusions. To introduce fresh and exciting options, certain established civilizations, including Britain and India, were initially left out. However, he emphasized that Firaxis is considering their future inclusion.
