Locating Goatskin requires a bit of detective work. Instead of following Lousy Mary, it's more efficient to follow Udo, a bathhouse patron. Follow Udo as he leaves the bathhouse; Goatskin will attempt to rob him in a nearby alley, providing an opportunity for confrontation.

Follow a path of predominantly left turns, including a jump down to a lower level, until you reach a barrel at a dead end. This barrel contains the stolen book and astrolabe.
Return to Master Schindel (usually found northeast of the city during the day) with the recovered items to complete the quest. While initially grumpy, he'll reward you handsomely for your efforts and provide further insights into the astrolabe.
