After completing earlier tasks (talking to Joss and dealing damage in Lonewolf Lair or Crime City), you’ll need to return to Crime City and find Big Dill. The challenge is vague, simply stating you need to "observe him in his natural habitat"—a party. The key is to complete Week 2’s Found Quest.
This involves speaking to Big Dill on a Crime City rooftop. He’ll ask for help gathering party supplies: two drink containers and two records. Note: The Escapist experienced difficulty initiating this quest; restarting your game might be necessary.
All four items are located within Big Dill's building, clearly marked with exclamation points. While collecting, be prepared for combat; Crime City is a popular drop zone. Consider looting elsewhere before heading in, or strategically waiting for the initial firefights to subside.
Once you've gathered all four items, return to Big Dill. This completes both the Found Quest and Stage 3 of the Wanted: Joss Outlaw Quests, rewarding you with substantial XP. You can then proceed to the next challenge, eliminating players with the Collateral Damage Assault Rifle—potentially achievable in the same match using a vehicle to quickly reach active combat zones.
